PULSE (Patterns of Usage and Load for Support Evaluation)
PULSE develops a first-of-its-kind, evidence-based method to understand whether fuel-poverty support is leading to lasting improvements for customers. By analysing changes in household energy-use patterns after support is provided, the project will help UK Power Networks target future vulnerability programmes more effectively. Ultimately, PULSE aims to enhance the targeting and impact of future vulnerability programmes.

- Development of a methodology to evaluate fuel‑poverty interventions using smart meter consumption data
- Analytical models identifying behavioural indicators such as self‑rationing and self‑disconnection
- Evidence base linking intervention types to customer energy‑use outcomes

- Evidence that the methodology can detect behavioural change following interventions
- Clear approach for consent management and data storage agreed with internal stakeholders
- Practical plan for how insights could be integrated into vulnerability reporting or dashboards
Stakeholder Engagement
Internal collaboration with data, analytics, and vulnerability programme teams to define data inputs and methodologies. Engagement with customers and support programme stakeholders to validate findings and outcomes. Alignment with industry stakeholders and innovation partners to ensure methodological robustness and scalability.
